Help please....

Dear friends,

We are planning to build an online tutoring web application. We need to develop audio function (VoIP, I guess?), white board, screen sharing functions in this web application. I am new to this tech area. Any one can give some info on:

(1) What is the approach to implement these functions/features? Any reference articles?

(2) What is the best API/component kits in the market now (performance, how easy to integrate, ect. vs price)? Their pros and cons? Any review articles? Cisco has such kind of API/SDK that we can use?

(3) How long will it normally take to complete those functions/features for one developer?
