Unable to Download Cisco ACI Simulator VM from following URL.

The downloads have been removed from the site until the activation key is made publicly available. In the meantime, you can reserve an ACI lab in the Sandbox - https://developer.cisco.com/site/aci/docs/resources/sandbox/ 

 Cisco has limited the software simulator to internal use only. Also, because the Activation Token is based on the Activation Challenge, which is derived from your IP and/or MAC, you cannot share that token. 

There are some challenges in making the tool available externally. We will notify you, when it becomes available. 

• can i use it as an individual , not as a Cisco partner ?
• Although i need to activate the license without vpn connection.

These sandboxes have real hardware you can run APIs against and configure.
