Create Enterprise Account Using API

Can we create Enterprise Account under Partner/reseller account.

I want the Partner/reseller->Enterprise Account->Enterprise User

The Enterprise Account and User should get create API

but is it possible to create Enterprise account using API. I don't have any account manger,right now i am on free account.
