WebEx messenger buddy lists

Is there any process of migrating contact lists from IM/Presence to WebEx messenger using APIs or otherwise?

yes, i wrote a tool for this in the past. you can basically work through the undocumented Webex Messenger API and XMPP directly (for adding/removing buddies).

Any pointers to those APIs?

Bumping this thread to see if anyone else has done this. I was hoping if there is an API i can use to just get the contact list from WebEx messenger and then I can build the XML files for import manually.

Apologies, the Jabber APIs aren't supported by the WebEx Developer Support team (we're just pre and post-meeting, TSP, and NBR API). Your best bet would be to check over on the Collaboration Endpoints & Jabber forums:
