Trying to sign up new user by calling this url
repacling my_patenter_id with real partner id
the replay result is fail

Note that MU parameter does not exist for AT=SU, this is exclusive to AT=LI. The error indicates that your WebEx site has reached the maximum number of hosts allowed for your current site license. You would need to contact your WebEx account manager to discuss increasing the number of hosts or disabling unused host accounts.
