WebEx Event Center Panelist Video limitation

I hosted an event center this morning it worked great however I discovered at the start of the meeting I could not enable anymore than four panelist to have their video enabled. This was news to me and I haven't found it documented anywhere. We are on release 28 and any idea if this is raised in v29 or another way to solve the problem?

High-Quality Video and Active Speaker- Display up to five high-quality (up to360p) videos of the presenter and panelists. Active Speaker technology automatically displays the current speaker in the main video, or you can choose to lock in on a specific panelist. Support up to 3000 participants in a non–video-enabled session and up to 500 in a video-enabled session.
