TCL script to play custom announcment prior to handoff to BiB recording

Customer would like information on how to have a TLC script created for voice gateway or CUBE to play a voice announcement "e.g. your call is now being recorded" for both incoming and outgoing calls for a select number of DID's?

I have seen references in various TAC case opened for similar requests for such an custom announcement, that indicate that the customer or could have a custom script created per the customer requirements that would then be a TAC supported configuration. These TAC cases just state to go to Cisco DEVNet and open a support case. Our account team is looking for some direction on how to go about having this customer script created. The customer doesn’t have any TCL experts, and is reluctant to even go this route, if it is not going to be a stable configuration, but if there is a team within Cisco that can provide this solution, would like to investigate our options.
