2 - 3 Second Audio Start Up Delay

Hello Forum,

We are turning up a new CVP Platform, CVP 10.x using 3945e as the voice gateway / VXML browser (IOS 15.1(4)M7)

.  We are experiencing approximately 2 seconds of dead silence during the build and after the RTP stream starts, this is shown the wire traces we've pulled based on the timing of the RTP stream.  We have verified the TCL scripts appear to be correct and ringtone legs play on transfer out of a VXML App, and once the app begins to play media everything seems to be in order.  Has anyone encountered this issue?
