A2Q for HCS (not HCS-CC)

Does anyone know if there is an A2Q process for a partner to validate their infrastructure design and seek formal exceptions if needed?  I am looking at the A2Q site and it appears that everything out there is for HCS-CC, not the core HCS offering itself.  Any insight would be appreciated.
